Surely you have heard in the news that in Russia they want to bring back labour camps, where prisoners will work.
The director of the Federal Penitentiary Service has already managed to support the initiative, saying it will not be like the GULAG in the USSR, and that prisoners will be provided with good working conditions.
It so happened that due to the coronavirus infection the borders of countries were closed. Accordingly, many labour migrants (cheap labour) returned home to their native countries, and there was no one left to build things.
That is why it was proposed to put convicts to work.
