In Russia they steal everything that "isn't nailed down" and lies around unattended. Everyone steals, from low-paid labourers to the president.
The tradition of stealing has its roots in the Soviet Union, when people lived in total poverty and the shop shelves were empty. People stole at work and that's how they survived.
