On the territory of the former Soviet Union, some time after the collapse of the red empire, a union of dictators was formed who solemnly promised each other military and financial aid in case the people rebel in the territories they had seized. Officially this union was named the " Collective Security Treaty Organization " and according to the legend the members of the treaty are to help each other in case of an external threat. But the point of the organization is to help each other suppress popular unrest if the local army refuses to shoot its own citizens.
